Lots of MPSC/UPSC aspirants keep on reading a lot but they do not utilise it to achieve the ultimate purpose.

You should, of course, read a lot; while doing that, absorb what you read and then digest it (i.e. by understanding it, noting down points, and then framing questions on it).
